Job Summary:

Serves as lead technician, under the general supervision of a resident engineer or project supervisor, monitoring and evaluating contract compliance in regard to ADOT Standard specifications, standard drawings and project specific special provisions and plans, as well as Federal Highway Administration, Arizona Department of Environmental Quality and US. Department of Labor Regulations and laws. Assists the project supervisor in the review of construction submittals and documentation. Provide direction, coaching and mentoring to lower level inspectors. Assist project supervisor in scheduling, monitoring and mentoring inspection staff. Serves as a primary contact for contractors, consultants and ADOT employees on minor
construction projects or segments of major construction projects. Performs a variety of highly technical activities related to inspection on highway construction projects, hot mix plants and concrete plants. Inspects and documents the most complex contract items such as structures and concrete or asphalt pavement; performs related duties as necessary to staffing requirements. May function as lead inspector on construction projects.
Performs technical material sampling and testing.

Job Duties:
  • Inspect construction activities and contract items to ensure compliance with ADOT standard specifications, standard drawings and project specific special provision and plans, as well as applicable Federal laws, rules and policies and Arizona Department of Environmental Quality requirements. Use a State vehicle in the course of these duties.
  • Prepares field documentation and verifies field calculations for input to the PEN and FAST systems.
  • Review technical problems and develop procedures and recommendations for resolution of issues related to assignment.
  • Perform complex analysis and calculations. Review laboratory tests, materials spread rates, quantities and other contract related documents.
  • Consult with contractors and other agency personnel to resolve construction related issues. Escalates issues as necessary.
Knowledge, Skills & Abilities (KSAs):

Knowledge:

  • Extensive knowledge in methods, procedures, and techniques used in highway construction project inspection, materials testing and documentation.
  • Environmental best management practices. Project related contract plans, specifications, and documentation.
  • Federal, State and agency standards, policies and procedures. Approved record keeping and documentation procedures. Materials equipment used for highway construction and materials testing.
  • Google Workspace (Gmail, Docs, Sheets, Slides, Forms, Chat, Calendar, Drive, etc), Microsoft programs (Word, Excel) and Adobe Acrobat.

Skills:

  • Intermediate to advanced mathematics. 
  • Analysis and preparation of data.
  • Use of computer software to document and analyze data. 
  • Time management.
  • Verbal and written communications.
  • Interpersonal relations as applied in difficult situations.

Ability:

  • Safely drive a full size pickup truck on and off road.Work outdoors for an extended time with exposure to heat,
    cold, dust, noise, and near high speed traffic. 
  • Manage time to ensure that duties are completed in an acceptable and timely manner. • Maintain positive communications under difficult situations. 
  • Demonstrate expertise regarding contract requirements, policies, and procedures relating to contract management and documentation.
Selective Preference(s):

Four years experience or two years journey level experience in inspection of highway construction, hot mix and concrete plans or performing administrative or advanced engineering and construction records maintenance and related duties. A Bachelor’s degree in engineering or closely related curriculum may be substituted for the required experience.

This position requires driving or the use of a vehicle as an essential function of the job, and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).
