Pay Rate: $83,200 (Entry Level) – $116,480.00 (Top)Â
Hours of Work: Â Monday- Friday and may work some weekends depending on the need of operations.Â

Under the direction of the Chief Programs Officer, the Housing Manager is responsible for the operations of all 24/7 Residential (Emergency and Transitional Safe House) and Rapid Rehousing programs of the Marjaree Mason Center. Â This position is responsible for the management of direct staff and volunteers for all housing programs, and has direct oversite and responsibility of the facilities, operations and client programming. This includes the primary responsibility of grant management, data collection, maintaining all reporting and file mandates for all housing grants; including that of HUD (Housing of Urban Development) federal grants. This position represents the agency, and maintains interactions with clients, families, and community.Â
ESSENTIAL FUNCTIONSÂ
- Oversee and provide leadership for      all aspects of the Housing Program, including operations, programming, and      management of staff, including afterhours response and consultation with      staff as needed.
- Leads the team in developing and      implementing effective systems, policies, and procedures for the      department while managing and holding the team accountable for achieving      strategic goals and metrics.
- Work in collaboration with other      departments/programs, that include but are not limited to the Crisis      Response Manager and Emergency Leads for coordination and entry of those      into the Safe House, and the Children’s Services and Community Resource      Manager for services that intersect with the Housing department.Â
- Develop and implement strategic      program plans for the shelter and housing department that align with and      support the organization’s overall mission, vision, and strategic      objectives.Â
- Collaborate with the Chief Programs      and Financial Officer to develop, manage, and monitor the annual program      budget, ensuring fiscal responsibility, cost-effective resource      allocation, and alignment with grant requirements and organizational      financial goals.
- Ensure funder accountability by      tracking and reporting on grant metrics, program outcomes, and finances.      This includes managing the team in providing detailed documentation as      well as preparing reports to communicate the program’s impact.Â
- Proactively monitor grant and      contract compliance through documentation, reporting of metrics and      outcomes, and financials to ensure compliance.
- Continuously assess and elevate the      quality of shelter and housing services through systematic program      evaluation, client feedback mechanisms, trauma-informed best practices,      and ongoing staff training to ensure exceptional, compassionate, and      effective support for survivors
- Strategically develop, nurture, and      expand community partnerships that include but are not limited to local      organizations, government agencies, and potential housing resources to      create a network that enhances the service delivery, expands reach, and      provides holistic support for domestic violence survivors. These include      leading the agencies DV Coordinated Entry System, and collaborating with      the community Coordinated Entry system at large.Â
- Develop, review, and continuously      refine program-specific policies and procedures that align with      organizational mission, best practices in domestic violence services, and      regulatory requirements, including updating the Safe House Residential      Handbook regularly.Â
- Oversee facility management by      monitoring the cleanliness of spaces, promptly addressing health and      safety concerns, coordinating with the Facilities Department for      maintenance needs, ensuring a clean, safe, and compliant environment for      staff and clients.Â
- Serve as the subject matter expert      for all housing and shelter programs, maintaining a comprehensive      knowledge for the organization.
- Serve as the subject matter expert      for the organization for external organizations, acting as the      spokesperson to the community as needed, delivering community      presentations, conducting media interviews, and providing training as needed.
- Champion the organizational culture      within the Housing Department.
- Support cross training to ensure an      adaptable workforce and eliminate any skill gaps.
- Management of human resources      functions for the Housing Department, including interviewing and selection      of staff, creating staff schedules, monitoring staff progress, and      conducting performance evaluations.
- Collaborate with the Human Resource      Department to design and implement a staff and volunteer development      program, encompassing onboarding, training to functional proficiency for      job roles, and developing ongoing learning opportunities through      workshops, webinars, and training to foster a culture of professional      growth.
- Lead and attend department and      agency-wide meetings as required.
- Complete other duties as assigned.

1. In conjunction with the HR department, takes a lead role in the interview and selection of new employee hiring.Â
2. In partnership with Housing Service Lead and the HR department, create and implement a department training process for staff and volunteers. Â
3. Lead and model a positive and supportive work environment amongst the team.
4. Evaluate staff and volunteer performance, and ensure the compliance with agency policies and procedures.Â
The Housing Services Manager is expected to customarily and regularly exercise discretion and independent judgment in carrying out job duties. The Housing Services Manager is also expected to perform solely exempt-type duties more than 50% of work time during the workweek.

QUALIFICATIONS:Â
- Bachelor’s Degree preferred.
- Bilingual preferred.
- Experience in the domestic violence field, with at least 2-years managerial experience.Â

CERTIFICATES, LICENSES, REGISTRATIONS:Â
Possession of a valid California driver’s license and proof of liability insurance on personal auto.Â
Must be insurable at all times at standard rate by MMC insurance carrier.Â
Must pass a tuberculosis, drug and fingerprinting test.
