DMND0004024 – Non-Magi Medicaid Transformation
This position will work within the OTDA CDX (Consolidated Data Exchange) team to complete development and testing for exchanging data between OTDA CDX, DOH MECM and SSA. SSA provides two batch interface files – SVES (State Verification & Exchange System) and BENDEX (Beneficiary & Earnings Data Exchange) for NYS to utililze when determining client eligibility for NYS benefit assistance (Medicaid, Supplement Nutritional Assistance Program (SNAP), Temporary Assistance (TA)). The processing of the SVES and BENDEX files occurs today on the OTDA Unisys mainframe. Moving this process to a non-mainframe solution further’s DOH goals of modernizing Non-Magi Medicaid eligibility determination.

Day to Day Tasks:

– Architect high performance services to accurately and securely transmit data to and from MECM
– Perform code reviews for maintainability, best practices, performance and security
– Rapid design and development of services as POC for delivery of SSA data to DOH MECM
-Work with the SSP/CDX teamS To deliver Data to DOH
– Design and develop solutions for issues as they are reported in production applications

Mandatory Qualifications:

Software Architect -Makes high-level design choices and dictates technical standards, including software coding standards, tools, and platforms. Designs
multi-leveled architecture or component interactions of a large-scale software system.

Expert – 84+ months: Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

Requested Qualifications:

– 84 months experience designing application architecture, developing & deploying n-tier asp.Net Web apps using C# and .net web services working in the title of application architect.
– 60 months experience acting in an advisory role to IT management as an expert in secure Web application architecture, and coding working in the title of application architect. 
– 60 months development experience using Oracle and PL/SQL Packages, with experience in PL/SQL programming. 
– 24 months experience designing and coding REST services. 
– 30 months experience leading a development team utilizing principles of the agile methodology working in the title of application architect.
– 60 months experience analyzing and writing formal documentation of business processes and workflows, documenting application architecture and best practices for developers to follow.
– 60 months development experience using the following concepts and technologies: Object Oriented Analysis, Design and Development working in the title of application architect.
– 48 months experience coding to meet web application security protocols working in the title of application architect. 
– 24 months experience mentoring developers in best practices of secure application coding.
– Bachelor’s Degree
