Job Description Summary:
Under general supervision by the Deputy Director of Operations for Utilities, the Construction Project Manager leads, supports and participates in all construction-related aspects of Allo Communications’ fiber build in cooperation with the city’s community broadband project. The position requires a high degree of collaboration, community engagement, coordination with other city departments, project partners, and agencies, and ability to manage and consider complex and at times, competing interests.
Job Description:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Primary contact with private partner. Serves as the city’s main point of contact with Allo for all construction-related activities in Boulder and works collaboratively with them, other city departments, and other third-party stakeholders to resolve issues and ensure successful completion of the project on time and on budget.
- Conducts and coordinates construction management activities. Guides discussions, offers coaching, and resolves problems/conflicts. In addition, establishes, monitors, and updates construction resources and project schedules, scopes and budgets while maintaining continuous communication on progress and strategies with internal and external team members.
- Monitors project progress and success while developing correction strategies when necessary.
- Develops construction work plans, resource allocations, and may lead the selection of additional external assistance such as vendors, consultants, and contractors.
- Works with team members to address political and sensitive matters on behalf of the city.
- Oversees regular progress meetings with project staff and teams to foster project progress.
- Collaborates and coordinates with external stakeholders as needed, such as CDPHE, Boulder County, Mile High Flood District, and CDOT among others.
- Proactively coordinates work activities in partnership with the numerous Boulder-area ditch companies.
- Coordinates fiber construction with existing operations and maintenance activities of ongoing city departmental work.
- Proactively develops awareness of potential obstacles and conflicts and utilize strong negotiation skills during construction conflict resolution meetings.
- Performs field inspections and directs city and contracted inspection teams on critical priorities.
- Proactively identifies public and business impacts of construction activities and maintains positive relations with affected parties.
- As needed, oversees the development of and monitors construction contracts and agreements related to the community broadband project. Supports and may lead a wide variety of activities, overseeing and reviewing project requirements and milestones. This includes the following:
- Engages in conceptual and construction project design reviews. Additionally, facilitates construction permitting discussions and decisions when necessary.
- Reviews construction plans and specifications for conformance to applicable codes and standards. Makes recommendations for revisions and improvements to construction plans and specifications.
- Monitors construction and inspection progress. Works closely with permit and right-of-way inspection teams on work flow to support construction field crew activities.
- Supports and may take lead in resolving disputes with contractors and in the settlement of claims by or against contractors, as necessary.
- Coordinates the schedule for relocation and the installation of new utilities with utility companies.
- Facilitates project records updates to include “as-built” revisions.
- Prepares reports necessary for project status and progress.
- Responsible for overseeing and/or preparing punch lists of inadequate items, such as restoration and remediation in the public right of way, ensuring they are replaced or repaired prior to issuance of initial acceptance.
- Represents the city at public meetings and when working with regulatory and other governmental agencies. May also attend and support the community broadband project at city Advisory Board meetings and City Council meetings, as needed. Initiates and maintains contact with all affected and interested parties.
- Coordinates with internal and external partners and seeks resolution to difficult situations that require tactful persuasion and negotiation skills, while maintaining long-term relationships.
- Supports or may take lead in responding to claims against the city resulting from the community broadband project.
- Coordinates with maintenance personnel in Utilities and other departments developing solutions for maintenance problems. Establishes maintenance techniques, procedures, and schedule as needed.
- Develops, monitors, and implements proper health and safety procedures related to maintenance and construction activities.

- Performs related duties as required to meet the needs of the city.
- Takes proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Responsible for the safety of self, materials, and equipment. Uses all required safety equipment and follows all safety regulations, policies and procedures. Reports all accidents and damage to city property.
- Responsible for knowing and complying with all city and department policies; participating in professional trainings and development; and adhering to attendance and workplace attire policies.

- Valid Driver’s license and ability to maintain an acceptable motor vehicle record.
- Have and maintain acceptable background information, including criminal conviction history.
PREFERRED QUALIFICATIONS
- Knowledge and experience with dry utility infrastructure and associated construction, specifically communications infrastructure.
- Knowledge and experience with various types of infrastructure construction techniques, including trenchless utility installation.
- Knowledge and experience with wet utility infrastructure (water, wastewater, and stormwater).
- Knowledge of construction management with municipal experience.
- Knowledge, experience and proficiency with AutoCAD.
- Skilled project manager with Project Manager Professional (PMP) Certification.
REQUIRED EDUCATION AND EXPERIENCE
- Bachelor of Science Degree in Civil Engineering, Construction Management, Business, Public Administration or equivalent; or equivalent of eight (8) years’ experience may substitute for the education requirement only.
- Eight (8) years of training and experience in infrastructure, management, inspection and design of Municipal or Civil Engineering projects, asset management planning and construction program administration.

- Physical and Mental Effort: Sufficient clarity of speech and hearing or other communication capabilities that permits the employee to communicate effectively on the telephone and in person. Sufficient vision or other powers of observation that permits the employee to review, evaluate and prepare a variety of written documents and materials. Sufficient manual dexterity that permits the employee to operate computer equipment and other office equipment. Sufficient personal mobility and physical reflexes, which permits the employee to work in a combination of an office setting and an outdoor construction setting, and to operate field equipment. Work may include extended periods of time viewing a computer video monitor and/ or operating a keyboard. Ability to work under stress from demanding deadlines, public contact, and changing priorities and conditions.
- Work Environment: Work environment is a combination of an office environment and being outside on construction projects including exposure to weather, noise, equipment, dust, uneven surfaces, excavations, traffic, and other hazards. Works in a setting subject to continuous interruptions and background noises. Ability to work under stress from demanding deadlines, public contact, and changing priorities with minimal supervision in a setting subject to continuous interruptions and background noises.
- Machines and equipment used include but are not limited to the following: Personal computer, telephone, calculator, copy/print machine, computer aided drafting equipment, plotter, GPS equipment, surveying equipment and city vehicles.
